Green Budgeting in the EU: a coherent approach for improved policy making

The 4th annual ECFIN Green Budgeting Conference on 21 March 2024, entitled “Green Budgeting in the EU: a coherent approach for improved policy making” is organised by the Directorate‑General for Economic and Financial Affairs (DG ECFIN) and the Directorate‑General for Budget of the Belgian Federal Public Service Policy and Support (BOSA).

Greening national budgets is key for climate action and the green transition. Over the last four years and under the strong impetus of the European Green Deal, the Commission has been working closely with the Member States to encourage the adoption of green budgeting at the national level. Concurrently, at the EU level but correspondingly also in the Member States, various approaches aimed at greening public and private financial management tools have emerged, such as: the green mainstreaming of the EU budget and climate tracking in the Recovery and Resilience Plans, the EU taxonomy for sustainable finance, reporting for the National Energy and Climate Plans, the 'do‑no‑significant‑harm' principle, a methodology to identify environmental harmful subsidies, and green bond standards.

This conference takes stock of these processes while analysing their consistency and coherence, to improve guidance to policy makers. It will also discuss the way forward for green budgeting, thus supporting the green transition, while highlighting the relevance of developing such methodologies under the Green Deal.

Programme

In the morning session, high level speakers will discuss possible ways forward for green budgeting, while highlighting the relevance of such methodologies under the Green Deal.

The afternoon session will investigate the links between green budgeting and the various green tools applied in the EU, with the aim to enhance synergies and consistency. Different working groups will be created based on the different green tools:

  • climate mainstreaming and tracking in the EU Budget and the Recovery and Resilience Plans,
  • EU taxonomy for sustainable finance & DNSH,
  • identifying environmental harmful subsidies,
  • green bonds,
  • National Energy and Climate Plans.

The event will be chaired by Ken Cleary, Principal Officer at the Irish Department of Public Expenditure and Reform.
